Summary Details Through this Request for Proposals, the District of Summerland (the “District”) seeks an experienced Consultant to lead the review and update of the District's Development Cost Charges Bylaw and potentially create a new Amenity Cost Charges Bylaw. The Consultant will create a new financial rate model from planned and future infrastructure projects envisioned to facilitate growth and development and will develop new DCC and potentially ACC rate table(s). The table(s) should include projects; estimated project costs and timing; and DCC and potentially ACC rate calculations (i.e. portion attributed to new growth vs. existing residents). The Consultant will also prepare a new DCC and potentially ACC Bylaw(s) that reflect the new rate calculations. Ideally the new and adopted bylaw(s) will allow the rates to be adjusted on an annual basis. Please refer to the RFP documents for more information.
