Summary Details

Through this Request for Proposals, the District of Summerland (the “District”) seeks an experienced Consultant to lead the review and update of the District's Development Cost Charges Bylaw and potentially create a new Amenity Cost Charges Bylaw. The Consultant will create a new financial rate model from planned and future infrastructure projects envisioned to facilitate growth and development and will develop new DCC and potentially ACC rate table(s). The table(s) should include projects; estimated project costs and timing; and DCC and potentially ACC rate calculations (i.e. portion attributed to new growth vs. existing residents). The Consultant will also prepare a new DCC and potentially ACC Bylaw(s) that reflect the new rate calculations. Ideally the new and adopted bylaw(s) will allow the rates to be adjusted on an annual basis.

Submission of Proposals

To be considered, Proposals must be submitted via bids&tenders online bid submissions functionality in accordance with the instructions in the Opportunity document. Proposals must be received no later than the Opportunity Closing Date & Time. It is solely the responsibility of the Respondent to ensure that the Proposal is received on time. 

There will be no public opening.

Requirements for Participation and Requirements to Request to Participate

Proposals not clearly demonstrating that they meet the following mandatory criteria will be excluded from further consideration in the evaluation process.

Mandatory Criteria

The Proposal must be received before the Closing Date & Time, in accordance with the requirements of Section 3.1 – Opportunity Schedule

The Proposal must be submitted in accordance with the requirements of Section 3.8 – Submission of Proposals

The Proposal must include the following completed forms: 

  • Appendix B – Pricing Form

  • Appendix C – Scored Criteria Form

The Supplier shall provide the District with proof of the following prior to beginning work on this project:

  • A Business License that allows the Consultant to perform work in Summerland (either a Summerland Business License or an Inter-Community/Mobile Business License from another Okanagan-Similkameen municipality).

  • WorkSafeBC Clearance Letter (or equivalent if the Consultant operates in another jurisdiction) addressed to the District of Summerland, indicating that account is active and in good standing, or the Consultant must provide proof of exempt status in the form of a status determination letter from WorkSafeBC. As the process to obtain a status determination letter may take some time, Respondents are urged to contact WorkSafeBC (or equivalent) immediately if they do not have WorkSafeBC coverage.

  • Commercial General Liability Insurance coverage as per the requirements detailed in Appendix A – Form of Agreement.

  • Professional Liability Insurance coverage as per the requirements detailed in Appendix A – Form of Agreement.

Term of Engagement

The successful Respondent should be prepared to commence work shortly after the Agreement is awarded. The District hopes to kick off the project in early July as the District’s main contact for this work will be out of office July 15, 2025 to August 4, 2025 inclusive. 

The contract shall be valid for the term of the project, with no option to renew. It is anticipated that the term of this project will be a minimum of one year, and completion must be prior to October 1, 2026.

This procurement is subject to the Canadian Free Trade Agreement (Chapter Five) and the New West Partnership Trade Agreement. The District of Summerland is also subject to the Canada-EU Comprehensive Economic Trade Agreement (Chapter Nineteen); however, this procurement is not expected to be within the scope of that agreement.
