This Request for Proposals is an invitation by the District of Summerland to prospective Respondents to submit non-binding proposals for the development of a Climate Adaptation Plan.

The RFP documents set out: 

1. The details of the goods or services that the District is seeking, as further described in Section 2 - Deliverables; 
2. The process for submission, evaluation and award of the Agreement; 
3. The proposed terms and conditions of the Agreement; and 
4. The forms which outline the information a Respondent should submit in their Proposal.

Submission of Proposals

To be considered, Proposals must be submitted via bids&tenders online bid submissions functionality in accordance with the instructions in the Opportunity document. Proposals must be received no later than the Opportunity Closing Date & Time. It is solely the responsibility of the Respondent to ensure that the Proposal is received on time. 

Requirements for Participation and Requirements to Request to Participate

Proposals not clearly demonstrating that they meet the following mandatory criteria will be excluded from further consideration in the evaluation process.

The Consultant shall provide the District with proof of the following prior to beginning work on this project:

1. If doing work in Summerland, a Business License that allows the Consultant to perform work in Summerland (either a Summerland Business License or an Inter-Community/Mobile Business License from another Okanagan-Similkameen municipality).

2. WorkSafeBC Clearance Letter (or equivalent if the Consultant operates in another jurisdiction) addressed to the District of Summerland, indicating that account is active and in good standing, or the Consultant must provide proof of exempt status in the form of a status determination letter from WorkSafeBC. As the process to obtain a status determination letter may take some time, Respondents are urged to contact WorkSafeBC (or equivalent) immediately if they do not have WorkSafeBC coverage.

3. Commercial General Liability Insurance coverage as per the requirements detailed in Appendix A – Form of Agreement.

4. Professional Errors and Omissions Insurance coverage as per the requirements detailed in Appendix A – Form of Agreement.

Term of Engagement

The successful Respondent should be prepared to commence work shortly after the Agreement is awarded. All work must be complete by December 31, 2027.

The District of Summerland is subject to the Canada-EU Comprehensive Economic Trade Agreement (Chapter Nineteen), the Canadian Free Trade Agreement (Chapter Five), and the New West Partnership Trade Agreement; however, this procurement is not expected to be within the scope of those agreements.
