Summary Details

This Request for Proposals is an invitation by the District of Summerland (the “District”) to prospective Respondents to submit non-binding proposals for the Wharton Street Revitalization construction project, which can be briefly summarized as follows:

  • Corridor improvements from Victoria Road to Kelly Avenue along Wharton Street. These corridor improvements include sidewalk, multi-use pathway, road realignment, stormmain and attenuation tank and replacements. 

  • Construction also includes park enhancements, landscaping improvements, creation of a public gathering areas along Henry Avenue between Main Street and Wharton Street, washroom facilities, pedestrian safety improvements and undergrounding of electrical and communications utilities. 

  • Works also include watermain replacement along Victoria Road from Main Street to Wharton Street.

The Opportunity documents set out:

Submission of Proposals

To be considered, Proposals must be submitted via bids&tenders electronic bid submission functionality or by email in accordance with the instructions in the Opportunity document. Proposals must be received no later than the Opportunity Closing Date & Time. It is solely the responsibility of the Respondent to ensure that the Proposal is received on time. There will be no public opening.

Term of Engagement

The Work shall be performed to meet the following dates:

Substantial Performance achieved no later than:

October 16, 2025

Total Performance achieved no later than:

November 6, 2025

Conditions for Participation and Requirements to Request to Participate

Proposals not clearly demonstrating that they meet the following mandatory criteria will be excluded from further consideration in the evaluation process.

The Proposal must be submitted in accordance with the requirements of Part B, Section 1.9 – Submission of Proposals

Award Pre-Conditions

Prior to the execution of the Contract, the Top Ranked Respondent shall deliver to the District:

  1. a Baseline Construction Schedule, as provided by GC 4.6.1;

  2. a WorkSafeBC “clearance letter” indicating that the Respondent is in WorkSafeBC compliance;

  3. a copy of the WorkSafeBC “Notice of Project” indicating the Notice of Project confirmation number;

  4. a signed “Prime Contractor Declaration”.

  5. certificates of insurance evidencing the policies specified in GC/SGC 24 indicating that all such insurance coverage is in place, with the exception that a certificate evidencing project-specific insurance may be provided after the contract is executed; and

  6. a valid District of Summerland business license or inter-community mobile business licence from another Okanagan-Similkameen jurisdiction.

Post Contract Execution Requirements

Respondents to this Opportunity shall have submitted a Pre-Qualification Letter from Surety with their Proposal, which confirms that the Respondent is eligible for bonding. The Pre-Qualification Letter from Surety shall be addressed to the District and issued by a surety licensed to carry on the business of suretyship in the Province of British Columbia and shall be provided in a form acceptable to the District.

Upon execution of the Contract, the Contractor shall deliver to the District a Performance Bond and a Labour and Material Payment Bond, each in the amount of 50% of the “Contract Price”, covering the performance of the Work, including the Contractor’s obligations during the Maintenance Period, issued by a surety licensed to carry on the business of suretyship in the Province of British Columbia, and in a form acceptable to the District (verifiable digital e-bonds preferred).

The District of Summerland is also subject to the Canada-EU Comprehensive Economic Trade Agreement (Chapter Nineteen); however, this procurement is not expected to be within the scope of that agreement.
