Summary Details

Through the Request for Proposal, the District invites proposals for the construction of the Phase 3A lateral expansion for the Summerland Sanitary Landfill. The Work can be briefly summarized as follows:

  • Construct Phase 3A waste cell and Phase 3 leachate sump infrastructure

    • Excavate, load, haul, and place soil located on the project site

    • Load, haul, and place Owner-supplied aggregates located in stockpile areas on the project site

      • Note: Respondents may propose to supply aggregates themselves in lieu of Owner-supplied aggregates, subject to approval and compliance with the Specifications.

    • Excavate, fill, and compact to landfill subgrade design

    • Remove existing leachate sumps and manage active leachate flows

    • Install new leachate sump and complete sump tie-in

    • Excavate and install landfill anchor trenching

    • Supply and install geomembrane, non-woven geotextile, and geosynthetic clay liner

    • Excavate and expose extents of existing liner systems and prepare for tie-in

    • Install Phase 3A containment system and tie-in to existing liner systems

    • Install liner system penetration boots

    • Construct leachate management infrastructure and tie-in to existing

    • Construct leachate ditching and leachate sump maintenance hatch

    • Construct landfill access roads and ramps within Phase 3, as required

The RFP documents set out: 

  1. The details of Scope of Work; 
  2. The process for submission, evaluation and award of the Agreement; 
  3. The proposed terms and conditions of the Agreement; and 
  4. The forms which outline the information a Respondent should submit in their Proposal.

 

Submission of Proposals

To be considered, Proposals must be submitted via bids&tenders online bid submissions functionality in accordance with the instructions in the Opportunity document. Proposals must be received no later than the Opportunity Closing Date & Time. It is solely the responsibility of the Respondent to ensure that the Proposal is received on time. 

 

There will be no public opening.

 

Requirements for Participation and Requirements to Request to Participate

Proposals not clearly demonstrating that they meet the following mandatory criteria will be excluded from further consideration in the evaluation process.

Mandatory Criteria

The Proposal must be received before the Closing Date & Time

The Proposal must be submitted in accordance with the requirements of Part B, Section 1.9

The Proposal must include all requested forms and supporting documents, including a Pre-Qualification Letter from Surety

 

The Supplier shall provide the District the following prior to beginning work on this project:

  • a Baseline Construction Schedule, as provided by GC 4.6.1;
  • a WorkSafeBC “clearance letter” indicating that the Respondent is in WorkSafeBC compliance;
  • a copy of the WorkSafeBC “Notice of Project” indicating the Notice of Project confirmation number;
  • certificates of insurance evidencing the policies specified in GC/SGC 24 indicating that all such insurance coverage is in place, with the exception that a certificate evidencing project-specific insurance may be provided after the contract is executed;
  • a valid District of Summerland business license or inter-community mobile business licence from another Okanagan-Similkameen jurisdiction; and
  • a Performance Bond and a Labour and Material Payment Bond, each in the amount of 50% of the “Contract Price”, covering the performance of the Work, including the Contractor’s obligations during the Maintenance Period.

 

Term of Engagement

The Work shall attain Substantial Performance by October 31, 2026.

This procurement is subject to the Canadian Free Trade Agreement (Chapter Five), and the New West Partnership Trade Agreement. The District of Summerland is subject to the Canada-EU Comprehensive Economic Trade Agreement (Chapter Nineteen); however, this procurement is not expected to be within the scope of those agreements.
