The overall objective of the annual pavement marking project is to repaint traffic line markings within the District of Summerland, in both urban and rural areas, excluding roads which are the responsibility of the Ministry of Transportation and Infrastructure (i.e. Highway 97).

The Opportunity documents set out: 

1. The details of the services that the District is seeking; 
2. The process for submission, evaluation and award of the Contract; 
3. The proposed terms and conditions of the Contract; and 
4. The documentation that a Respondent should submit in their Quotation.

Submission of Quotations

To be considered, Quotations must be submitted via bids&tenders electronic bid submission functionality or by email in accordance with the instructions in the RFQ. Quotations must be received no later than the Opportunity Closing Date & Time. It is solely the responsibility of the Respondent to ensure that the Quotation is received on time. There will be no public opening.

Term of Engagement

The successful Respondent should be prepared to commence work on or around April 1, 2025. The Agreement shall be valid for a period of one (1) year with the option to renew for two (2) subsequent one (1) year periods, in the District’s sole discretion. Should the District wish to extend the Agreement, the District will advise the Contractor by January 31^st of each renewal year.

Conditions for Participation and Requirements to Request to Participate

Prior to the evaluation of Quotations, the District will review each Quotation to determine if it complies with the submission instructions and mandatory requirements provided in this Opportunity. If, in the sole discretion of the District, a Quotation does not materially comply with the requirements set out in this Opportunity and/or the District determines that there is a material or perceived Conflict of Interest, the Quotation will be disqualified from further consideration. Notwithstanding the foregoing, the District may consider a non-compliant Quotation if the non-compliance is remedied in accordance with Section 3.11.

The Contractor shall provide the District with proof of the following prior to beginning work on this project:

• A Business License that allows the Contractor to perform work in Summerland (either a Summerland Business License or an Inter-Community/Mobile Business License from another Okanagan-Similkameen municipality).

• WorkSafeBC Clearance Letter addressed to the District of Summerland, indicating that account is active and in good standing.

• Commercial General Liability Insurance coverage in the amount of $5,000,000 as per the requirements detailed in Appendix A – Form of Agreement.

• Automobile Liability Insurance coverage in the amount of $5,000,000 as per the requirements detailed in Appendix A – Form of Agreement.

The District of Summerland is subject to the Canada-EU Comprehensive Economic Trade Agreement (Chapter Nineteen), the Canadian Free Trade Agreement (Chapter Five), and the New West Partnership Trade Agreement; however, this procurement is not expected to be within the scope of those agreements.
