This Request for Quotations is an invitation by the District of Summerland for asphalt paving work on on Gartrell Rd, Harris Rd, Switchback Rd and Prairie Valley Rd (optional).

The Opportunity documents set out:

Submission of Quotations

To be considered, Quotations must be submitted via bids&tenders electronic bid submission functionality or by email in accordance with the instructions in the RFQ. Quotations must be received no later than the Opportunity Closing Date & Time. It is solely the responsibility of the Respondent to ensure that the Quotation is received on time. There will be no public opening.

Term of Engagement

Substantial Performance for all Work is to be achieved no later than November 14, 2025.

Conditions for Participation and Requirements to Request to Participate

Prior to the evaluation of Quotations, the District will review each Quotation to determine if it complies with the submission instructions and mandatory requirements provided in this Opportunity. If, in the sole discretion of the District, a Quotation does not materially comply with the requirements set out in this Opportunity and/or the District determines that there is a material or perceived Conflict of Interest, the Quotation will be disqualified from further consideration. Notwithstanding the foregoing, the District may consider a non-compliant Quotation if the non-compliance is remedied in accordance with Part B, Section 3.3.

The Quotation must be received prior to the Closing Date & Time

The Quotation must be submitted in accordance with the requirements of Part B, Section 1.9 – Submission of Quotations

Award Pre-Conditions

Prior to the execution of the Contract, the Top Ranked Respondent shall deliver to the District:

  • a Baseline Construction Schedule, as provided by GC 4.6.1;

  • a WorkSafeBC “clearance letter” indicating that the Respondent is in WorkSafeBC compliance;

  • a copy of the WorkSafeBC “Notice of Project” indicating the Notice of Project confirmation number;

  • certificates of insurance evidencing the policies specified in GC/SGC 24 indicating that all such insurance coverage is in place; and

  • a valid District of Summerland business license or inter-community mobile business licence from another Okanagan-Similkameen jurisdiction.

Post Contract Execution Requirements

  • WorkSafeBC & Insurance

Please note that bonding is not required for this Contract.

During the Work, the Contractor must follow all WorkSafeBC requirements and possess the insurance coverage as required by the Contract.

The District of Summerland is subject to the Canada-EU Comprehensive Economic Trade Agreement (Chapter Nineteen); however, this procurement is not expected to be within the scope of that agreement.
